TISU boot problems

I am putting a new mobo in my daughter's PC. I am using the Tualatin P-III
1.2G processor from my old PC, and a new SY-TISU mobo. I am using the same
case, video, drives, and everything else that was in her old system. Her old
system ran fine, but I wanted to boost the speed a bit. She had a P-III 933
with an Intel 815EEA2 mobo in her old system. I had the Tualatin laying
around, and picked up the TISU cheap, so I figured why not? See
configuration below.

From the moment I installed the board, it never boots on the first try. In
fact, it does nothing but run the fans and drives. No video, anything.
Sometimes I hit the reset button and it will re-start and boot fine. Then
the PC runs like a champ as long as I don't shut it off. Now it is getting
worse, not booting for several tries. I only put it together yesterday. I
have re-checked all boards and RAM sticks to make sure they are seated
correctly. I have tried the fail-safe BIOS settings, and when it does boot,
everything is recognized correctly.

Since I had extra RAM, I have tried swapping the RAM to no avail. RAM is
known to be good. The video card was the only card I had in when I installed
Win98SE, so I wasn't loading the power supply. It does seem to be worse now
after I have added the NIC and modem, but that could be coincidence. Also,
in the Smartguardian software the VTT voltage comes up red with alarm. I
don't know what this value should be, it is 1.21V. It reads 1.21 in the BIOS
as well. I have searched the web for references to VTT, but have leaned
little. The Smartguardian software allows me to change the value of VTT
setting, so I am not sure that the 1.5V default is correct. SOYO's website
is as useless as their manuals.

SOYO's documentation is to put it mildly, thin. There is no documntation as
to PCI slot IRQ sharing, which is like playing Russian roulette putting the
cards in. If anyone has a listing of this, it would be appreciated also. (I
must admit, I am used to ASUS documentation, with is quite thorough). I
doubt the power supply is bad, because her old system ran so well, and from
what little I've read, I believe the VTT is generated on the motherboard.
But I am open to anything.

Any ideas?

Never mind. I think I damaged the motherboard. I had an extra standoff on
the old board, and I failed to remove it when I installed the new board. It
was touching the bottom of the new one. It no longer boots at all. I put the
old mobo back in and it comes up.
