Toggle Keys nx7400 Vista

I'm using an HP Compaq nx7400 notebook PC running Windows Vista
Business Edition. The Toggle Keys ease of access feature can be
configured 'ON' but it doesn't work e.g. no audible alert when caps
lock is pressed. Sound is working ok generally.

Any suggestions on what could be wrong?
