We spent a lot of time running tzedit on all our Windows NT and
Windows 2000 machines to prepare for Daylight Savings time and come
Sunday morning none of them adjusted for the new time. If I run
tzedit agian it does say that Daylight Savings is set to 2nd Sunday in
March and 1st Sunday in November. So what gives? Are we going see
the time jump ahead again come April 1st?? Is there something we
missed??

Did you read the help file that comes with TZEdit? You have to go into the
time and date control panel and reselect your time zone. Otherwise it won't
work.

i found it frustrating too. i did follow the instructions but now find that
selecting the time zone was not enough. switching to another time zone,
applying, and then switching back to the original time zone and applying it
is what did it for me. what i don't get is the patch for outlook
2000/2002(xp)/2003. they seem to be working despite not having patched
them. was the microsoft patch for those application one of the early ones
that they later dismissed? is it necessary?

Now that is really odd. I made the change on somewhere around ~30 Windows
2000 Pro SP4 machines, a few NT boxes and one Win95 system. Then I set the
clock up on a few random samples to see what would happen. The sample
machines made the transition without incident. I powered them off, waited
for the clock to pass 2 AM and powered up again for my test.

Today when I checked the others, they were fine too. All I did was click on
the same time zone again.

I think this patch has something to do with alarms on task or calendar
entries. Since I don't really use those parts of Outlook, I can't say that I
know too much about them. I'm also not sure what part the underlying OS
plays in all of this.

Windows 2000 Professional Edition with Service Pack 4 installed
Use the procedure below to update your Windows 2000 system.
Step 1: Download and install the Windows Time Zone Editor (Tzedit.exe).
1. At the bottom of this page, click Download to download Tzedit.exe.
2. Save the Tzedit.exe file to a folder on your computer, and then
double-click the file to run it.
3. In the WinZip Self-Extractor - tzedit.exe dialog box, click Unzip to
extract the files to the Program Files\TZEdit folder.
Step 2: Run Windows Time Zone Editor and set the daylight saving time dates
for your time zone.
1. Click Start, click Run, type %programfiles%\tzedit\tzedit.exe, and then
click OK.
2. In Windows Time Zone Editor, click to select your time zone in the Time
Zones list, and then click Edit.
For example, click (GMT-08:00) Pacific Time (US & Canada); Tijuana, and then
click Edit.
3. In the Edit Time Zone dialog box, select the Automatically set Daylight
Saving Time check box.
4. In the Start Day row, click to select Second, click to select Sunday,
click to select March, and then click to select 2:00:00 am.
5. In the Last Day row, click to select First, click to select Sunday,,
click to select November, and then click to select 2:00:00 am.
6. To set the daylight saving time dates for another time zone in the United
States, select the other time zone, and then repeat the previous two steps.
7. Click OK.
Step 3: Apply the daylight saving time date changes to Windows.
1. Click Start, click Run, type timedate.cpl, and then click OK.
2. In the Date and Time Properties dialog box, click the Time Zone tab.
3. Click to select a different time zone than the one you updated in Step 2,
and then click Apply.
4. Click the time zone that you updated in Step 2, and then click OK.
