ultra40 wont post

I am being stubborn. I realize the answer at this point is probably "its dead jim" but I want to confirm.

I am trying to use an ATI card, would this cause it? (ships with Nvidia)

I have unplugged and reseated everything, including the SST chip.

I have tried booting with one processor and half memory. and with everything unplugged.(tried swapping cpus)

What it does do: When plugged in it powers up on its own. holding power button 5sec turns it off.
It recognizes when fans are unplugged and refuses to power up.
When powered up i have 2 green leds on Mboard lit (pwr, and HTPG) what is HTPG?
I get a brief flash of LEDs on keyboard.

Should any of these things happen if bios is toast?

(I also tested PSU. Got 3.3, 5 & 12)
