Vectra VLi8 LEDs question

HP Vectra VLi8 Pentium II - 550

I cannot seem to find an explanation for the Lock Symbol LED indicator on
the front bezel. This is in between the Power and HDD LEDs. The problem is
that the computer just lights up all three LEDs for about 30 seconds then
the Power and Lock LEDs stay on. There is no monitor signal or attempt to
boot. The case fan runs and the hard drives spin up but that's it. Is
there something that needs to be reset on the motherboard? Any ideas what
is wrong?

Best way to diagnose this sort of problem is with a hardware Power On Self Test
(POST) card, which gives readouts of power supply voltages and the current step
in the POST. Could be the motherboard, processor, or power supply... Ben Myers

I found the manuals on their website but they only mention this as the
keyboard lock LED. They don't describe any functions that use this LED.
What causes this to light up?

Does the switch inside for the cover have any function? I couldn't find any
info on that either.
