Anybody have any experience with the Dell (Hauppauge) "Impact" Video
Capture board ? http://accessories.us.dell.com/sna/productdetail.aspx?
sku=A0528151&cs=19&c=us&l=en

Is the capture quality any better than using a combo tuner/capture card
like WinTV or all-in-one type card like the ATI all-in wonder ? Or is it
EXACTLY the same capture quality except without the extra tuner features ?

I want to archive some LaserDisc shows that were never released on DVD,
i.e., Woodstock '94. There's apparently no way to 'rip' from a Laserdisc,
best I can do is capture it whilst playing it back. So I'm looking for the
best possible capture quality.

Or anybody have any other suggestions for a good capture board ? Or, as I
already have an ATI All-in-wonder Radeon 8500 in my Optiplex GX270, am I
already at as good as it gets ?

For what you want, just use your ATI All-in-wonder.

For recording TV, I don't recommend them as they are software encoding
cards (as opposed to cards with hardware encoders), but you're not going
to be doing it forever and likely not multiple at the same time.

At least try it and see if you like it.

The card at Dell is an oddity. I'd have to guess it is fairly old. For
what you want (not recording TV, for example), I think some of the
Pinnacle products might be better if you don't have success with your
ATI.
