I know that Vsync stops texture tearing by preventing framrates from going
about the refresh rate of the monitor.

However I'm a bit unclear as to how this is done. Does it reduce all frame
rates by a certain percentage, (i.e. a both 60fps and 30fps would be
reduced) or does it only reduce the framerate when it rises above the
refresh rate (i.e. on a 60Hz monitor 30fps would stay the same but 70fps
would be reduced)

Simplifying the definition, it waits for the Vertical Sync signal from
the monitor before rendering the next image. With it disabled you can
get image (not texture) tearing as the image on the monitor can change
part of the way through the scan.

Nope, it just stops the framerate exceeding the refresh rate, so it
should be disabled for benchmarking.

The effect of V-sync on performance really depends on the system and the
game. If your setup can attain a frame rate of about 70Hz in the game of
interest, then you won't notice much difference one way or another in the
appearance of the game. On the other hand, in a game like Counter-Strike,
the rate at which the gun reticule closes, and thus burst accuracy, is
linked to fps. A faster reticule may give a slight advantage, particularly
in a fast paced game like CS.

I play on an LCD monitor with a max refresh rate of 70Hz. In most games I
play with V-sync on and get a frame rate of 70 with excellent video
performance. In CS, I play with V-sync off and get a frame rate of 100
which is the game limit. Video performance is also excellent.

Bottom line: Experiment with your system while playing the game. Make
changes to give you what you consider to be the best performance. If you
can't get a frame rate which is satisfactory to you, then consider changing
components. Don't obsess over whether it's absolutely wrong or absolutely
right to turn V-sync off. There is no one correct answer.

The reason I asked about Sync is because the tearing is really starting to
irritate me. I've been playing Mafia(which I've just broken by patching it)
and Freelancer for the past two days with V-Sync enabled and it's been
playing great.

Maybe you should spend less time playing the games and more time learning
the tech stuff before you voice your opinion. And btw, name calling will be
out of style by the time you reach your upper teens.
