after connecting new smps motherboard is not booting

    hi
    i had a old desktop (P 2) which was in box for 3 years, i opened it, and without switching the SMPS to 230 V, i connected it to 230 V (3 years back it was working on 115 v) , so it blew up.. hence i got a new smps, connected everything.
    Powered it on and then the smps fan came up , i could hear the HDD noice but nothing from CPU.
    no cpu fan, no booting beep .. and the monitor is saying "connection btween computer and monitor is not right"..

    please help what could be wrong. how to detect.?
