cpu 100% usage problem

i have a dell inspiron 1150 laptop with a pen4 prossesor and 512 ram. when i check my cpu usage its pegged at 100%.put it in safe mode and usage droped off to normal say 2% or so.went to msconfig in start-up and unchecked everything then restarted but still showing it pegged at 100%.how to i find out whats useing all my resourses up?when i hit app in tast manager it shows nothen open.called dell and there sending me the window service pack 2 to reupdate.said that was the problem.i have my doughts.can anyone help with is or had the same problems.:eek: :eek:
