    From what I read recently.........

XP will probably need a patch because daylight saving time starts
three weeks earlier and ends a week later. Microsoft is planning to
make a patch available in early March. Vista won't need a patch. For
other programs, check the mfg. sites.

What about a patch for Vista for people who set their system clocks back to the
    20th century? ... Ben Myers

    RnR,
There should be a patch for US/Canandian users as part of XP Updates. In
addition there should be a different patch for Australian users, since they are
going to use DST on a trial basis for the next few years. As stated in the
    following MS article.

    http://support.microsoft.com/kb/928388/

There are also additional patches for Office applications, I believe.

I just set my WIN95 machine to use standard time all year. I'll
change it to atlantic time and back manually.

It will save me the twice-yearly mysterious automatic sorting of desktop
icons alphabetically that the time change always caused.

In addition to getting bookmarks changed diagnostics for 3 days
    afterwards.

My radio-controlled La Crosse wall clocks (9 of them, on sale) all
change in unison on receiving the WWV daylight bit change; and,
also mysteriously, then change back at the next UTC midnight; resuming
the correct time again the following day. They also do this twice a
    year.

Apparently the logic of daylight time defeats finite state machines.

    Look for trouble.

Then there's whenever the 32-bit time rolls over to zero, in about 25 years
or so. I have some 25-year-old C programs, so that's not a distance hopelessly
    far in the future.

I dont' know if windows time is different from unix time or not, as to the
    date of 0x0.

It's not a problem for me, I usually forget what day of the week it
    is.
