dell dimension 2400

    i have a friends pc that she wanted me to check out after she went and had someone work on it and it will not boot to windows xp at all,it will not pick up the keyboard and as far as the mouse i cant tell, it has a loud beeping noise when i turn it on, can anyone tell me what the noise means,thje beeping noise
    continues and does not stop,i tryed to run digonostics with the resource cd but i cant get anywhere because of the key board,cause when it starts it ask to run from hardrive or cd rom but i cant move it to run from cd rom so it trys to boot to hardrive then it states key board error and then nothing please help,
