DHCP client code not retransmitting DHCP discovery

    Using Busy-box DHCP client code, DHCP client sends out DHCP discovery
    packet when the DHCP server is disabled, once DHCP server enabled
    back, client never timesout and re-transmit discovery again. any
    client code should timeout if it didn't get reply and re-transmit
    packet again?.

    Why don't you take a look at the source code and see if it looks like
    it should be retrying or not.

    Then you'll know if the issue is a retry that should be happening not
    happening (maybe a broken timer or something), or a mechanism that is
    not included in the implementation at all.
