Does System Restore function while the PC is turned off?

    Does System Restore create restore points while the computer is
    turned off? I'm using XP Home SP1.

    No.
    But when you turn it back on it can do a rollback if there's a critical
    failure with the current set.
    In which case it would appear like it happened while it was off.
