Fans Spin with 24-pin, 12v Causes Stop

    Hello.

    I am putting my new rig together and I have come across a problem that I have never experienced before in any other build.

    I had my computer on and I plugged a ps/2 keyboard in and all of a sudden it turned itself off. Now here comes the weird part. If the 24-pin is plugged in by itself the fans spin and the system sounds like its on. When I plug in the 12v plug into the motherboard it sounds like its short-circuiting and it won't turn on.

    Specs:
    E6550 Processor
    2GB Crucial Ballistix RAM
    Sapphire XT1950Pro 512GDDR3 Memory
    450W PSU

    It is not the PSU as I tried my roommates plugs and the same thing happens. Should I just RMA the mobo to Newegg?

    Any ideas what might be causing this?
