GA-7VRXP won't boot

    I just built a new system using the GA-7VRXP, new Crucial PC2700 RAM,
    a new ATI Radeon 7500, and an old AMD T-Bird 900 I had left over from
    an old system. When assembled it won't boot, no beep, no post, no
    video, nothing at all. The CPU fan spins, the yellow RAM LED lights,
    and the HD will spin up, but no floppy seek or anything else.

    I've swapped out video cards, no change; moved the RAM, no change;
    pulled all cables, no change, left just the CPU installed, no change.
    Changed power supplies also, no help.

    Is there anyway to determine if the CPU is dead or if it's a bad MB?

    Any help appreciated.
