HOT 569 Cab File Errors How to Correct?

I decided to do a clean install of W98 so I formatted the hard drive from a
boot disk and flashed the bios to 569WIQ0E from 569WIQ01 (have backup but
didn't write down settings). Upon trying to reload W98, I had no end of Cab
    file errors.
I eventually had to copy the setup files to the hard drive, extract all the
cab files to the hard drive, then run setup.
After several painful days, I got IE6 to work and was able to update W98
    with the security patches.
HOWEVER - The computer still refuses to install even most basic programs,
eg. Acrobat reader - giving me setup or cab file errors.
I suspect, it might be a bios setting problem, but I am not sure.

    **ANYONE with experience in this??
**What should the BIOS settings be?.

I am running with Pentium 200 MMX with 132 MB SD100 DIMM. (worked before
    reinstall)
