Just put together a new pc with following components:

Abit IS7-E
Radeon 9800PRO 128mb
Kingston KVR400X64C3AK2/1G 1GB Kit DDR400 PC3200
WD 36GB Raptor HD
Floppy Drive
Lite On CD-R/DVD-ROM
P4 2.8c

After putting everything together and turning on the PC it doesn't beep or output anything to monitor. All fans come on and 2 lights are on on the mobo; a green and a red light above the Power switch/LED connections on bottom right hand of board.

I've tried pretty much reseating everything I can.

Tried using monitor and vid card from this PC.

Tried resetting CMOS.

Nothing seems to work and it's getting really frustrating. If anyone has any tips or suggestions they would be GREATLY appreciated.

Thanks for your time.

first, you remembered the four wire Aux ATX connector, right? this P4 board requires two power supply connectors. if you did remember that connector, try booting the board with the board out of the case and on a safe work surface. hook up the two power supply connectors and install cpu, ram and video but no other connections and see if you can get it to boot. if so, that would indicate something was shorting to the case mounting.
