New cooler/"power usage program"

    I have a problem with my CPU. The temperature is always about 40 and because of this "smart fan" thing, the speed is changing every 5 seconds, which is extremely annoying. I tried turning of the smart fan but then the noise was way too loud.

    Now i'm thinking of putting more fans in my computer but I don't know if my power can take any more power usage. Is there some kind of program with which I could measure/monitor how much power my computer uses and how much more it can take?

    Or, is there is better way solving the problem?
