NF7-M Quick power on/off question

Im running Win98se. My old machine, i would turn on power strip and machine would turn on. When i selected shut down it would prompt "it is now safe to shutdown machine" Currently when i power on strip i have to press power button. When i shut down it simply powers off the machine. Is there somethign in the bios i need to specifically change or windows? Ive tried a few things, but have gotton nowhere. thanks in advance

It's perfectly normal. Your old machine most likely was an AT and that is the way they worked (with hard switch on the PS). Your knew machine is an ATX and uses soft switch.
