No power meter on HP Pavilion dv9000 with Windows Server 2003

My HP Pavilion dv9000 came preinstalled with Windows Vista. I replaced
it with Windows Server 2003. Now, the power options window does not
show a Power Meter tab and Windows does not know how much charge is
    left in the battery.

Device Manager shows a battery on the system (Microsoft ACPI-Compliant
    Control Method Battery).

    I also ran "powercfg.exe /globalpowerflag on /option batteryicon".
Now, there is an icon on the taskbar indicating "On AC Power" all the
time; even when the charger is unplugged.

    Any suggestion would be helpful.

    TIA,
    Dileep
