OT: Opinions on a CPU Cooler

Hi,

Just wanted to get some opinions on the following product:

From what I can see it's somewhat unusual and not what one would think of in a water cooler. Do you think it would work better than the regular HS/Fan combo?

LOL! I guess that summarizes it. Just by looking at it, didn't seem like it would do much. Just thought it be interesting to hear some comments.
