pavillion usb problems with XP

i have an HP notebook. Pavillion ze5375 with Windows XP. all of sudden the USB ports stopped working. it says that they are enabled and working properly. i have uninstalled the drivers and rebooted. i have even gone and deleted them from the registry. they come back fine but none of them recognize anything plugged into them. i have also tried wipeing the disk an reinstalling Windows without success. not sure what to do next. any help would be greatly appreciated. :(
