power killed board?

  1. I got a replacement (RMA) for my Startech.com 450W PSU. The original died
after 1 year. The system booted fine the first time with the replacement.
However, after being off for a day and rebooted, nothing. No fans, lights,
anything. I put back the PSU I used during the RMA process and now it wont
work either. But this PSU gets a quick fan-spin and flash of the LED when
    on/off is toggled.

    Anybody have any thoughts?

Did the PSU kill the board? Is there any way to tell? Do startech.com PSUs
    suck?
