Presario R3000Z won't shut down all the way

When I shut down or hibernate, it is completely normal except that at
the end of the process the power light never goes out - it blinks
slowly. If I press and hold it for 5 seconds THEN it goes out. If I
never turn it off this way (manually) the computer continues to run,
i.e. consume battery power until the battery is dead. I have gone so
far as to completely reinstall Windows (xp-home) and flash the BIOS
with no resolution. Any ideas? Bad power supply??
