Problem with KT7A using Athlon 1.2G (unlock version)

My friend has a KT7A using a Athlon 1.2G (unlock version). But he cannot use 133MHz with multipler x9. It can only use 133MHz x6 or 100MHz x12. Is there any jumper can set the multipler to x9? Anyone can help?
