Seeking help - power supply or mobo issue?

I'm trying to help a friend with his model 500S, which has a #6500582 power
    supply and a Intel (El Paso 2) Motherboard - 1.8-GHz [Part #2516084].

The machine won't boot or post. Whether I leave all connectors in place or pull
everything but a single hard/optical drive power connection, I get the following
    results:

    * Green LED on mobo remains lit if power cord is plugged in,
    * Power switch on front panel lights front panel LED, but no boot/POST,
    * Depressing test switch on power supply lights power supply LED, starts power
supply and CPU fans, but still no boot/POST

Would this appear to be a power supply or a mobo issue? Obviously I'm rooting
for a faulty power supply, but I don't want to waste my time & his money on one
if it's actually a dead mobo!

Anybody seen anything similar or have any advice??

    Thanks much!

At this point, could be either one. The easy way to tell is to test mobo with
another known-good power supply or test power supply with another known-good
    mobo... Ben Myers
