I just purchased a inexpensive ($20) serial adapter for the USB port
on a Powerbook G4. I am running 10.3.3. I need to read a few bytes of
serial data and send out a few bytes. what software could i use to do
this. The vendor offered some OSX drivers, which I installed, but I
don't know what mini-app could find the serial port and talk to it ?

    TIA

Maybe try a serial terminal emulation. "ZTerm" is the first word that
comes to my mind here. You find it on the net.
