Unable to boot into Windows Server, keep getting UEFI shell

    I've repurposed an older 36-bay server as a Windows storage server (X9DRD-7LN4F (-JBOD)) . I've set up a Raid1 (AHCI mode in BIOS) on 2 SAS 15k drives in slot 0/1. The rest of the chassis is filled with 2TB SATA drives. I use F11 to select UEFI USB Installer and then install Windows 2016. On reboot, I'm taken to the UEFI shell every time. I'm set for UEFI only (no legacy). I can see the Windows Boot Loader in the UEFI boot options, but when I set it, it goes right back to the shell again (or asks for the BIOS password). If I press F11, the boot loader shows and I can select it and boot with no issues. Am I doing something wrong? Also, the OS only sees 20 of the 36 disks installed.
