user/shared folder versus root shared folder

    I have two Shared folders: one at the root of the hard disk /Shared, and one
    under /Users/Shared.

    If I want to place files for anyone to get to, whether other users on my Mac
    or even from my Virtual PC, is there any reason to use one over the other?
    Does the design of OSX assume different roles for them? (As an example, OSX
    may intend for one to be more "public" than the other.)
