Why USB flash drives recognized in some ports but not others ?

Got a bunch of Optiplex GX270's, all ghosted with the same XP SP2 image.
There's a few boxes that will give an error message to the effect of "can't
initialize device" when a USB flash drive (thumb drive) is inserted in the
machine. Sometimes moving the thumb drive from a rear USB port to a front
port (or vice versa) will solve the problem, sometimes not. I've seen it
happen every now and then with USB printers as well. Anybody know if
    there's a fix?

    Thanks.
