window position

IIRC, in Classic if I changed the size or position of a finder window, I
wouldn't have to make that change the next time I opened that window.

In Tiger, if I double click the HD icon, sometimes the window will not
be entirely visible, so I drag it toward the center of the desktop. The
next time I double-click that icon, the window may again be partly off
the display. Eventually it may open correctly.

What causes the window to open in a position other than where it was
    when closed?

And if anybody knows the answer to that, maybe they know why so many OS
X windows are staggered when their last closed position is full screen.
Like in Finder. Totally irritating. Totally ridiculous.
