bios resetting

    I was looking for some help. I have problems with a Del Dimension 4600.
    (1)The bios clock keeps resetting. I have changed the CMOS battery this has made no difference. HAve run Del diagnostics in the boot up section checked Bios, Motor board etc everything is showing up O.K
    (2) Computer will not switch off from switch until I power down the motor board. Will not switch back on until I disconnect the power lead from power pack for half hour. Have changed the power pack this does not work. Has anyone come across this problem and can anyone help.
