Ga-ma785gmt-ud2h boot problem

I can not get my mobo to get to the bios screen. The monitor just states no video. I followed the setup instructions to a tee and the only things that operate when I turn on the case are the CPU and System fans. The hard drive will not even start. I checked all connections and unplugged the CD rom and hard drive from the mobo and still nothing. One thing I noticed is when the hard drive is disconnected from the mobo, you can hear the hard drive turn on. The mobo, cpu, memory and 550W ps are all new.
