Ibm T23-2RU won't boot

When I try to start this laptop it won't give a post, a beep, or any indication that it is trying to boot at all. All of the led's across the front light momentarily but after a second the only ones that remain on are the power and battery lights. The fan is running but other than that there is nothing else happening.
I've tried removing every component accessible, hard drive, battery, ram, etc. but nothing has gotten me anywhere....anyone have any suggestions?

I appreciate any input that anyone might have.
