    Hello, HELP me Please.

I have an ICT PEEL 18CV8P on a PCB ELECTROMAGNETIC CLUTCH & BRAKE from 2000 year, but that is failing now.
If I try and read it (my EEPROM programmer, a Topmax eetools, supports it) then I get a different reading every time or blank memory.
I'm not that familiar with PLDs but as I understand it they have a security bit. If this bit is set enable (Blowing), how can I test this security condition if fuse is blow).

Exist today any technical, advanced software type dongle, dissasambler crack and/or other hacking tool for this chip?

How can I disable this secure blown condition for copy (reading) the internal code?

    Thanks

    Best Regards
